DEBORAH L. MOSTERT, CPA • Partner
Debbie is a graduate of Syracuse University with a B.S. degree in Accounting and has been in public practice since 1988. She joined Mostert, Manzanero & Scott, LLP in 1992 and became a partner in 2003.
Debbie functions as audit manager on many of the firm’s audit engagements. She has extensive experience with the audit and reporting requirements of the USDA Rural Utilities Service for electric borrowers. Her experience also includes audits performed in accordance with Uniform Guidance. She supervises audits and reviews of nonprofit organizations, and has past audit experience with healthcare facilities and retirement plan audits.
In addition to her role within the audit and accounting divisions, she has presented a number of seminars on board membership responsibilities, antifraud risk assessment and internal control policies and procedures. She has led the firm’s in-house training sessions as well as coordinating the development of the firm’s quality control procedures and audit documentation.
Debbie holds memberships in the AICPA, New York State Society of CPAs and the Northeast Association of Electric Cooperatives. Debbie’s continuing professional education includes annual courses in the subject matter of governmental and non-profit audit and accounting. She enjoys playing golf, hiking, gardening and snowshoeing.
ANTHONY T. MANZANERO, CPA • Partner
Tony has been with Mostert, Manzanero & Scott, LLP since 1990, and a partner since January 2001. He holds a B.S. from Boston College and a Master’s in Accounting from SUNY, Binghamton.
Tony is responsible for most of our governmental and federal single audit clients, as well as several nonprofit clients. He has extensive experience with audits of FEMA, HUD, EPA and RD grants and awards. He is past Treasurer for Rotary District 7170, Vice President of the Oneonta Rotary Foundation, and has coached several recreational and travel soccer teams.
MARY MANZANERO, CPA • Partner
Mary graduated from SUNY Oneonta with a B.S. in Business Economics. Over the past 40 years Mary has worked in accounting and taxation for both public and private practices. She has extensive experience in the preparation and review of individual, partnership, corporation, fiduciary and exempt organizations tax returns.
Mary supervises audits of governmental units, non-profit organizations and school districts, including audits performed in accordance with Uniform Guidance. Her continuing professional education includes annual courses in taxation, governmental and non-profit accounting and auditing.
She joined Mostert, Manzanero & Scott, LLP in December 2011 and has been a partner since January 1, 2018. She enjoys spending time with her family, biking, running, walking, hiking and traveling.
DAVID BROWNELL, CPA • Partner
David graduated from Clarkson University with a B.S. in Management and Finance. He joined Mostert, Manzanero & Scott, LLP in 1998 and has been a CPA since 2002; and a partner since January 1, 2018. David has worked with Governmental Clients and has experience ranging from managing Single Audits conducted using OMB’s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) to helping local governments with their annual filing requirements to the Office of the New York State Comptroller.
Additionally, he works with Nonprofit and Charitable Organizations conducting audit and review engagements, IRS 990 and NYS CHAR 500 annual filings, and providing accounting and consulting services. He has experience with corporate and partnership Federal and New York State tax clients as well as individual tax clients.
David is a member of the AICPA, NYSSCPA and the Franklin Rotary Club. He enjoys family, running and cycling.
JASON WAITE, CPA • Partner
Jason is a 2015 graduate of The College of St. Rose, and holds a B.S. / M.S. in professional accountancy. He joined Mostert, Manzanero & Scott, LLP in 2011 and has been a partner since January 2022. Jason audits governmental and federal single audit clients, Town and Village Courts, and many non-profit organizations. He also has comprehensive experience in the preparation and review of individual, partnership, corporate, and exempt organization tax returns. Outside of work, Jason enjoys hunting, fishing, gardening and spending time with friends and family.
BAIGHLY SANDERS
Baighly is a 2020 graduate of Siena College and holds a B.S / M.S in professional accountancy. He joined Mostert, Manzanero, and Scott, LLP in October 2019 and is actively pursuing his CPA certification. On his free time, Baighly enjoys being active outside by going for runs, playing golf, or skiing down the slopes with friends.
BARBARA BURNHAM
Barb is a graduate of SUNY Cobleskill with an Associate Degree in Office Technology. She has been with Mostert, Manzanero & Scott, LLP since January 1994. As the Office Manager, she prepares financial statements, e-filing of tax returns, preparation and filing payroll and sales tax reports along with W-2’s/1099’s. She has many years of experience in the office setting and is the “go-to” person when any questions arise. Outside of work, Barb is treasurer of the Wells Bridge Fire Department and past treasurer of the Fire District. She has volunteered on many organizations and enjoys spending time with her family and friends.
SAMANTHA BROOKS
Samantha is a graduate of Jefferson Central School with a Certificate of Accounting. She has been with Mostert, Manzanero & Scott, LLP since April 2019. Samantha is responsible for the bookkeeping services and is quite proficient in QuickBooks on-line and desktop. She prepares tax returns for individuals, corporations as well as nonprofits for the Firm. Samantha prepares quarterly payroll and sales tax reports as well as the annual W-2s and 1099s. Samantha enjoys spending time with her family and friends as well as her animals.
WILLIS RAYM
Willis is a 2021 graduate of SUNY Oneonta with a B.S. in Professional Accounting. He joined Mostert, Manzanero, & Scott, LLP in September 2021. He plans to actively pursue his CPA certification. In his free time, he enjoys golfing, playing basketball, reading, and studying chess. Willis is also an avid fan of the New York Knicks and San Francisco 49ers.
KELLY DAVIDSON
Kelly is a 2024 graduate of SUNY Delhi with a B.S in Accounting: Information Systems and Auditing. She joined Mostert, Manzanero and Scott, LLP in September 2024 and is actively pursuing her master’s degree in accounting. In her free time, Kelly enjoys traveling, skiing, reading, and spending time with friends, family, and her dogs.
JUSTINE LUBBERS
Justine is a 2024 graduate of SUNY Delhi with a bachelor’s degree in Accounting: Information Systems and Auditing. She joined Mostert, Manzanero & Scott, LLP in June 2024. Justine plans to pursue her CPA certification. Outside of work, Justine enjoys reading and spending time with her cat. Justine also has a passion for travel and enjoys discovering new cultures and cuisines.
