Debbie is a graduate of Syracuse University with a B.S. degree in Accounting and has been in public practice since 1988. She joined Mostert, Manzanero & Scott in 1992 and became a partner in 2003.
Debbie functions as audit manager on many of the firm’s audit engagements. She has extensive experience with the audit and reporting requirements of the USDA Rural Utilities Service for electric borrowers. Her experience also includes audits performed in accordance with the Office of Management and Budget (OMB) Circular A-133, reporting requirements. She supervises audits and reviews of nonprofit organizations, and has past audit experience with healthcare facilities and retirement plan audits.
In addition to her role within the audit and accounting divisions, she has presented a number of seminars on board membership responsibilities, antifraud risk assessment and internal control policies and procedures. She has led the firm’s in-house training sessions as well as coordinating the development of the firm’s quality control procedures and audit documentation.
Debbie holds memberships in the AICPA, New York State Society of CPAs and the Northeast Association of Electric Cooperatives. Debbie’s continuing professional education includes annual courses in the subject matter of governmental and non-profit audit and accounting. She enjoys playing golf, hiking, gardening and snowshoeing.
ANTHONY T. MANZANERO, CPA • Partner Email Me
Tony has been with Mostert, Manzanero & Scott, LLP since 1990, and a partner since January 2001. He holds a B.S. from Boston College and a Master's in Accounting from SUNY, Binghamton.
Tony is responsible for most of our governmental and federal single audit clients, as well as several nonprofit clients. He has extensive experience with audits of FEMA, HUD and RD grants and awards. As a member of the Oneonta Rotary Club, Tony has been active in the Rotary Foreign Exchange Program. He is past Treasurer for Rotary District 7170, Vice President of the Oneonta Rotary Foundation, and coaches several recreational and travel soccer teams.
MARY MANZANERO, CPA • Partner Email Me
Mary graduated from SUNY Oneonta with a BS in Business Economics. Over the past 25 years Mary has worked in accounting and taxation for both public and private practices. She has extensive experience in the preparation and review of individual, partnership, corporation, fiduciary and exempt organizations tax returns.
Mary supervises audits of governmental units, non-profit organizations and school districts, including audits performed in accordance with Uniform Guidance. Her continuing professional education includes annual courses in taxation and governmental and non-profit accounting and auditing.
She joined Mostert, Manzanero & Scott, LLP in December 2011 and has been a partner since January 1, 2018. Mary is the treasurer of Unatego Dollars for Scholars. She enjoys spending time with her family, biking, running, walking, hiking and traveling.
DAVID BROWNELL, CPA • Partner Email Me
David graduated from Clarkson College with a B.S. in Management and Finance. He joined Mostert, Manzanero & Scott, LLP in 1998 and has been a CPA since 2002 and has been a partner since January 1, 2018.
David has worked with Governmental Clients and has experience ranging from managing Single Audits conducted using OMB's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) to helping local governments with their annual filing requirements to the Office of the New York State Comptroller.
Additionally, he works with Nonprofit and Charitable Organizations conducting audit and review engagements, IRS 990 and NYS CHAR 500 annual filings, and providing accounting and consulting services. He has experience with corporate and partnership Federal and New York State tax clients as well as individual tax clients.
David is a member of the AICPA, NYSSCPA and the Franklin Rotary Club. He enjoys family, running and cycling.
CAROL HALTER, CPA Email Me
Carol has a BA from SUNY Oneonta and has been with the Firm since 1979. She is the technical reviewer for the Firm’s financial statements. Carol is trained in trust and estate accounting for court presentation and does foundation accounting and tax preparation. She is in charge of all quarterly and monthly accounting services. She is trained in QuickBooks and Peachtree accounting software applications and advises clients in related technical areas. Carol is a volunteer treasurer for two local not for profit organizations.

Jason is a 2015 graduate of The College of St. Rose, and holds a B.S. / M.S. in professional accountancy. He joined Mostert, Manzanero & Scott in 2011. Jason audits governmental and federal single audit clients, Town and Village Courts, and many non-profit organizations. He also has comprehensive experience in the preparation and review of individual, partnership, corporate, and exempt organization tax returns. Outside of work, Jason enjoys hunting, fishing, gardening and spending time with friends and family.
KEVIN GUYETTE Email Me
Kevin is a 2014 graduate of SUNY Binghamton with a B.A. in Economics. He joined Mostert, Manzanero & Scott, LLP in November 2018, and is actively pursuing his CPA certification. Outside of work, Kevin is very active at his CrossFit gym in Binghamton, NY. He enjoys sports, exercise, martial arts, and spending time with family and friends.

Dawn graduated from SUNY Delhi in December of 2017 with a bachelor’s in Accounting: Information Systems and Auditing. She joined Mostert, Manzanero & Scott, LLP in December of 2018. She is actively pursuing her CPA certification. Outside of work Dawn enjoys raising Olde English Bulldogges and spending time with her family.

Baighly is a 2019 graduate of Siena College with a B.S in Accounting. He joined Mostert Manzanero & Scott in October 2019. He is actively pursuing his masterís degree and CPA certification. On his free time, Baighly enjoys restoring classic cars and currently drives a 1977 Chevy Nova. He enjoys watching all Boston sports teams, comedy, and spending time with friends and family.

Barb is a graduate of SUNY Cobleskill with an Associate Degree in Office Technology. She has been with Mostert, Manzanero & Scott, LLP since January 1994. As the Office Manager, she prepares payroll and sales tax reports, W-2’s/1099’s, financial statements, e-filing of tax returns, payroll and sales tax reports. She has many years of experience in the office setting and is the “go-to” person when any questions arise. Barb has been the treasurer of the Wells Bridge Fire District since 1995 and volunteers with many local community organizations. She enjoys attending sporting events, walking, and spending time with her family and friends.

Samantha is a graduate of Jefferson Central School with a Certificate in Accounting. She has been with Mostert, Manzanero, & Scott, LLP since April 2019. As the Administrative Assistant, she provides bookkeeping services and e-files tax returns, prepares financial statements, and manages the accounts receivable. Samantha enjoys spending time with her family and her animals as well as being outdoors, riding four-wheelers, and finding new places to visit.
STEPHEN C. GRUVER, CPA • Consultant Email Me
Stephen is a graduate of Clarkson College with a B.S. degree in Accounting. In 1973, he was a founding partner in Gruver, Zweifel and Scott (now known as Mostert, Manzanero and Scott). He continues as a consultant with his many years of expertise in estate, gift and trust tax preparation, as well as corporate and individual taxation.
He has held presidencies in the Oneonta Rotary Club, Otsego County Chamber of Commerce and Oneonta Country Club. For 20 years he served as a member and treasurer of the Otsego County Development Corporation. He has served on several boards, including the Board of Education of Unatego Central School and the Binghamton Chapter of the New York State Society of CPA’s.
Steve is an active sportsman, enjoying hunting, fishing, and shooting. He has 30+ years as a certified NYS Hunter Safety instructor, Treasurer of Conservation Alliance of New York and member of several sportsmen organizations.
